Analysis of the Role of Teachers’ Data Literacy in Enhancing the Quality of Educational Decision-Making and Lesson Design in Urban Elementary Schools of Nowshahr, Chalous, and Kelardasht

Abstract
The present study aimed to analyze the role of teachers’ data literacy in improving the quality of educational decision-making and lesson design in urban elementary schools of Nowshahr, Chalous, and Kelardasht. A quantitative, descriptive-correlational research design was employed, and data were collected from elementary school teachers selected through stratified random sampling. Three validated instruments measuring data literacy, educational decision-making, and lesson design were administered. After confirming the reliability and construct validity of the tools, the data were analyzed using Pearson correlation, multiple regression, and structural equation modeling (SEM). The findings revealed significant positive relationships between teachers’ data literacy, their decision-making quality, and lesson design practices. Regression results indicated that data literacy accounted for nearly one-third of the variance in the dependent variables. In the SEM model, the direct effects of data literacy on educational decision-making (β = 0.51) and lesson design (β = 0.59) were statistically significant at p < 0.001, and model fit indices (χ²/df = 2.41, RMSEA = 0.056, CFI = 0.94, TLI = 0.92) confirmed a satisfactory model fit. Overall, the results highlight data literacy as a key professional competency influencing teachers’ instructional decisions and design processes.
